UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a new study of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and open spaces to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

The group noted that a high proportion of councils seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (60%) of local leaders stated they would prioritise restructuring services and using savings to manage increasing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in southeast England said its asset disposal plan featured the sale of a retail complex in Rainham and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for Medway council, will additionally be sold under the strategy.

Local Levy Rises and Broader Fiscal Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to increase local levies next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

Research of county councils this week further found council budgets being stretched by the growing number of young people and adults needing Send support.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a policy document outlining those changes has been postponed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the study.

“While only a single urban area is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the study found.
